RBAC for accounts staff

I would like to have the option to only have users be able to access the billing (for accounts staff) but not be able to restore / view any data at all, even their own. Currently Browse and Restore is locked on, so the least permissions possible is being able to view and restore their own Outlook and OneDrive.
