Local users for emergency access

It would be a good addition if administrators were able to add "local" emergency users, independent from any Azure AD, to access backed up data in case Azure AD is compromised. Authentication of those users would then be able to access console without being dependent on any 3rd party provider.

Those local users should also be able to set up 2FA (e.g. TOTP) for additional security.
